These three questions need a response from our players, parents and coaches who are involved in our Greater Albany area chess scholastic performance...
    1. Are the number of tournaments adequate?  (www.maketherightmove.org currently is planning nine monthly free chess tournaments, one per month, at various sites)
     2. Should the sections be changed?  (There are currently seven sections, and some of these sections must be combined due to too few players)
    3. Are rewards (trophies, medals) at the correct level?  (Currently the top four players in each section receive Shields, while all players with 2.5 or more points receive medals.)

To answer your specific three questions: I would say the number of events is good enough. Having them on the same weekend (first of each month) is helpful for parents to plan ahead. Some sites are better than others, of course, and moving locations does attract some who don't travel far, so a poll of  coaches might suggest ways to get the best attendance throughout a year. I know when one person did frequent tournaments at one location (Albany HS) about four to five times a year, he got many regulars, but perhaps that was before the current phase of playing games on computers.
Trophies do please the age group which come to our events, and even the adult tournaments I take part in. Medals, ribbons, etc may only satisfy the younger beginners, but are still a worthwhile sign of recognizing those who finish in the middle. What about something for the real beginner who wins his/her first game ?
I would encourage you to start with fewer sections, so that the stronger players have a chance to "show off" against the weaker players for one round or two. A normal swiss can accomodate about 30 players of all levels, and it is easier on the TD when pairing. Upsets will still occur, and class awards can still be given for those who are of lower rating. If suddenly you start to swell back to 40 or more in a section, you can always split things at the start.
Only you would probably be able to determine numbers of advance entries and  last-minute ones who show up at the door, but that info could be useful in planning.
